At the construction site entrance, choose to either bluff the construction worker (Vincent's way) or threaten him (Leo's way). Both lead to entry.

Follow the linear path across the wooden catwalk to find construction workers. You can talk to them and play arm wrestling, but your objective is the red elevator nearby.

Take the elevator to the top and chase the foreman. Vincent follows directly, while Leo takes a short elevator and ramp.
