Alright, we're back in Kamurocho for Chapter 11: Undercover. First things first, you need to have a chat with Reiko Kusumoto. She's in a bit of a bind, so grab a taxi and head over to Touto Hospital to meet her. After that conversation wraps up, make your way back to Kuwana at Restaurant Row. Thankfully, this time it won't end in a fight. Once you're done there, head back to Yokohama 99 to get some rest.

The next morning, Shirosaki is going to call you. She wants you to come out to the Courthouse. Hop in a taxi and head over. When you get there, you'll need to respond to a question. Choose the option: "I think Ehara's guilty verdict was wrong." Then, you'll need to present evidence. Select "Overhead View of Station Platform." After this conversation, which includes a little threat, head back to Genda Law Office.

Now, it's time for another disguise mission! You'll need to dress Shirosaki up again, so give it your best shot. You can go with the same outfit you used earlier in the game, and honestly, it might be a good idea to avoid any awkward comments this time around. Get yourself prepared before heading to the salon. Once you're all set, you'll meet Shirosaki outside, and then you'll take control of her. It's a bit strange having Yagami follow you, but just roll with it. Your next destination is Queen Rouge on Pink Street.

When you get to Queen Rouge, you'll face some dialogue choices. Honestly, you can pick pretty much anything here – just enjoy the weirdness of the situation. Once that's all over, you'll find yourself in a fight against Akutsu and six of his goons. This version of Akutsu has four health bars and relies heavily on grabs, so be super careful to dodge them. If you get grabbed, you're looking at unavoidable damage. It's much better to dodge his regular strikes and then hit his back with charged Finishing Blows rather than trying to get too fancy. Also, keep an eye out because most of the enemies in this area will drop Toughness Z's, so you won't need to use up your best healing items.

Defeating Akutsu marks the end of this chapter.
