Master SimCity 4's early game by optimizing tax rates, choosing efficient power and water sources, managing waste, and planning industrial zones for maximum growth.
Feel free to play around with the tax to determine your optimum. The optimum tax rate at the beginning is at 9%. Thus even though you are raising taxes, you still would receive a positive boost from the tax rates as it is below the norm.

1) Power: Coal Plant
Build a coal power plant over wind power plants. It is the cheapest to build and maintain, though it pollutes significantly. Place it with garbage disposal facilities at one corner, about 15-20 tiles away from industrial sites. Leave spaces around the power generating area for pollution buffer and future expansion. Adjust funding as needed.

2) Water
Use a Water tower until the fifth one, then switch to a water pump. Do not adjust its funding.

Some advocate delaying water facilities until population reaches 5000, but it's generally better to have water early to facilitate rapid population growth. Lack of water can lead to denser buildings not being built, increased fire risk, and slower commercial/industrial growth. While people may tolerate moving in without water, its absence can cause residents to leave. If you choose to withhold water, do so consistently from the start.
3) Landfills and Waste Power Plant
Prefer a waste-to-power plant and reduce its funding to zero. If using a landfill, build only 4 tiles at a time and switch to waste-to-power by 16 tiles to avoid filling your map with garbage. Place these next to power plants and do not connect water to them.
