Commissioner Fight: Use a Basic Combo when the Commissioner flashes red. If you have a baton, throw it for quick damage. A golf club is also available. SOR3 Blaze can use Weapon Charges with the baton against Cops. Throw Cops at the Commissioner. Beware of Barney enemies; on Mania+, two appear. Disarm them quickly but avoid being distracted by the Commissioner's cheap shots.
