Cop

Cops appear in Streets of Rage 4. Feroccio (Blue shirt) and Dick (Yellow shirt) are in Stage 2. Dick flashes red when he is trying to get you in a hold. Barney (Black shirt) is also in Stage 2 and is considered the worst; he has a fast grab where he’ll slam you to the ground and tase you, which he can only do when he’s holding a taser, with little warning. Queen (Light olive outfit, blond hair), Belle (Yellow outfit, black hair), and Stiletto (Black outfit, dirty blond hair) are sub-bosses of Stage 11. They have a new attack: a dashing whip attack. They do not cower when hit.

Gem

Gems appear in Streets of Rage 3 and 4. Diamond (Purple top/shorts) and Ruby (Green top/shorts) are in Stage 4. Garnet (Blue top/shorts) is in Stage 5. Saphyr (Pink skin) and Pyrop (Red top/shorts) are in Stage 11. Their drop kick is annoying and dangerous, and they spam it from a safe distance or when you are distracted. This is especially bad when you have multiple Gems flying at you or when you are close to a pit. Defensive specials can be useful for punishing them if they get too obnoxious or if you are being swarmed. All of their names are based on precious minerals.

Rider

Riders appear in Streets of Rage 4. Sugar (Pink jacket/helmet crest, gray helmet) and Honey (Orange jacket/helmet crest, green helmet) are in Stage 5. Caramel (White jacket/helmet crest, black helmet) is in Stage 5. Candy (Purple jacket/helmet crest) is in Stage 12. They all have a head ramming attack, especially obnoxious when you are distracted or have multiple Riders charging. They also juggle you with it. When one flashes red, she is ready to do a Piledriver. They have a kick to punish attempts at combos or throwing, and will hit you with it as you are being juggled by a head charge. You can use defensive specials or Star Moves (powerful area attacks) to punish them if they are too spammy or if you are overwhelmed. They are based on the male Riders from SOR II and III.

Karateka

Karatekas appear in Streets of Rage 4. Goro (White gi) is in Stage 6. Dokuja (Maroon gi) is in Stage 9. They can shrug off strikes and counterattack. Use throws to beat them. Do not throw weapons at them, as they will swat them away. When you grab one, throw or launch them immediately or they will escape.

Vial Queen

Vial Queens appear in Streets of Rage 4. Victoria (Black jacket) throws fire vials, Elizabeth (Green jacket) throws poison vials, Margaret (Red jacket) throws grenades, and Anne (Blue jacket) throws electric vials. All are in Stage 8 except Anne, who is in Stage 11. They can be hurt by their own vials; catch one and throw it back. They like to run away, preferring to be on the opposite side of the screen. If approached, they will try a weak two-handed shove that knocks you back. Flying attacks work, but ensure she’s not carrying a vial when you knock her down. Characters with long-range attacks can also handle them. Their names are based on famous female British monarchs.

Agent

Agents appear in Streets of Rage 3 and 4. Silver (White suit) and Gold (Blue suit) are in Stage 9. Iron (Gray suit) is in Stage 11. Bronze (Yellow suit) is in Stage 12. Agents shoot three times in a row, and their shots can juggle you. They have pistols. Their shots are their only attack; they no longer have a melee attack and are easily thrown or combo-ed. They look like Secret Service agents.
