Regardless, the chief wants to bring Date in, as civilians carrying guns in Japan is a big no-no, and of course, the chief doesn't want a scandal.

Back at Serena, the folks there confirm that the police are sending Date up the river on this. Kiryu notes that the video of the shooting probably came from the Florist of Sai, now working for the police, so Kiryu figures he'd pay him a visit in order help find Daigo. While Date and Kawara lay low, Kiryu and Sayama will head to Millennium Tower.

So, back in control, another five Substories have opened up. You can complete four of them and start a fifth, but you won't be able to complete it yet.

Head over to Millennium Tower and approach the officer at the west door. Sayama will flash her badge and you'll finally be able to enter it. There are two Locker Keys inside, which combined with those you can get earlier from Substories and the like, gives you all the keys in Kamurocho collected.

Your destination is to enter, go down the escalator, and access the elevator in the back. You'll ride up to the 50th floor, where the Florist has his network of cameras, monitors, and spies. Now in a snazzy uniform instead of that robe, he confirms that the video the police were using came from him, but wasn't submitted by him. He's got a rat problem, as he puts it. Suddenly, they get a hit and spot Daigo on a camera. Just as they're about to pinpoint the location, the power in the room gives out: a problem down in the transformer room. A bunch of masked dudes just banging on high-voltage transformers with sledgehammers. Kiryu offers to head on down and dispose of them.

Once down in the transformer room, the bad guys will come to you. Watch for the hammers, but you'll find these dudes to be of no real consequence. Once they're all down, you'll continue on to face the boss of this sabotage: Hayashi of the Omi Alliance, a foe Kiryu has fought before. Hayashi's working under orders of Ryuji Goda, and he attacks.

Stats / Weaknesses:

  • Hayashi has six health bars.
  • His health bar is gray and does not change color.

Phases:

  1. Hayashi uses basic attacks.
  2. Hayashi rips pipes off the wall to use as Kali Sticks.

Strategy:

  • Be prepared for a longer fight due to his six health bars.
  • Be careful of his frenzied strikes when he uses Kali Sticks.
  • Counter-strike once he's done his combo.
  • If you have built up your character, the fight is not a real worry.

As you make your way back up, the Florist will order eyes on Daigo. A hooded guy working at a computer, looking _very_ unsuspicious, hacks the system. Sayama busts out some l33t skills to counterhack (this is NOT how that all works by the way, but who cares). Apparently, she studied and got into the police based on an engineering degree and an entry into the high-tech crimes unit. Once she isolates the hack, the hacker slowly makes his way out. Daigo is spotted in the old Shangri-La building, and Kiryu leaves to make his way there.

But first! There's one little thing if you're interested in covering it. Now that you've fought Hayashi, head over to see Kamiyama, assuming you've already got him as a shop (likely). He'll now have his last video in stock "The Filipino Ace", which teaches you how to use Kali Sticks. Definitely partake if you've been keeping up on your skills.

Head over to the marked building on Taihei. You and Sayama will enter and Kiryu will make his way alone. There's an Equipment Box nearby if you wish to use it, otherwise head up the stairs. Make your way along the path that goes around the rubble, through doors and rooms. Beat down on anyone in your way, as there will be a few. Look for items to pick up; you should know the drill by now. That dude with a big sofa seat can't be moved from his spot nor have Heat Actions performed on him, so just run and attack him then get away from his swing until he goes down. Continue on the path that may seem convoluted, but in reality is pretty straightforward. Before heading up the next set of stairs, inch along around the hole in the ground to find a weapon and a health item on the other side. Proceed further up. The next fight has a guy posted up behind some debris chucking knives. Throw a weapon or any of the cinderblocks on the ground at him. You'll do the same for a few more points. At one point you'll face a dude with a submachine gun. Nearby is a "Western Shield". Pick it up and walk toward the guy. It will block bullets, and you can do a little push attack with it that will drop him. Behind him is another side room with weapons and healing items, including a Liu Chinese Saber, which should be new.

Up the next steps, the room is a little complicated. Dudes in front of you, a knife thrower behind you, and several projectile dudes at the far end. The guys at the far end you can reach by walking there, so maybe do so sooner rather than later. Once they're all down, continue through more silly series of guys tossing knives from cover, beating down progression blocker dudes, and so on. At the very end, you'll face four guys, two with guns, so beat them up and you'll rescue Daigo, ending the chapter.
