Kazuma Kiryu - The Yakuza series protagonist. He's known on the streets as the "Dragon of Dojima", a title he earned entirely by accident as a result of the events of Yakuza 0. As a result of the Ten Billion Yen Incident, he was given the position of Chairman of the Tojo Clan, which he abdicated after a single day. He is currently trying to live a simpler life with his adopted daughter, Haruka Sawamura.

Haruka Sawamura - Kiryu found Haruka in the aftermath of a massacre in a bar, hiding and clutching a pistol. As she carried with her a clue to the Ten Billion Yen Incident, Kiryu took her under his protection. As a result of the events of the first game, it comes to light that Haruka is the daughter of Kiryu's love, Yumi Sawamura. Kiryu adopts her following those events. She is a sweet, yet street smart young girl. She's currently ten years old.

Makoto Date - One of the few people Kiryu can truly call "friend", Date is a detective in the Tokyo Metropolitan Police Force. He handled the first case that sent Kiryu up for ten years in prison, and never believed he was guilty of it. The two reconnect after Kiryu leaves prison, and Date serves as Kiryu's ally with connections to the police and the civilian world.

Goro Majima - The famous patriarch of his own family, Goro Majima is a one-eyed warrior known as the "Mad Dog of Shimano". In the first game, he and Kiryu encounter each other to fight, but he never seems deeply invested in the greater conflict, and more concerned with his personal rivalry with Kiryu. In the end, he was never truly Kiryu's enemy, and this game further examines his role in the Tojo Clan.

Osamu Kashiwagi - Formerly the captain of the Kazama Family, and now its patriarch. Kashiwagi is a stern, but level-headed yakuza officer who serves as a mentor figure to Kiryu after Kazama's death. He's also doing his best to hold the Tojo Clan together in the aftermath of the Ten Billion Yen Incident.

The Florist of Sai - Kiryu discovers this man of luxury and leisure while trying to find information about Haruka's mother. What he discovers is a man operating as an information broker for the entire city, which he does so through hiding in the underground pleasure palace known as Purgatory. In past games, he was known as "Kage", or "Kage the Florist".

Yukio Terada - Formerly the chief of headquarters for the Omi Alliance, Terada became deeply involved in the Ten Billion Yen Incident, aiding Kiryu and Shintaro Kazama. As a result of the events of the first game, Kiryu steps down from the position of Chairman, passing the torch to Terada, who now serves as the Tojo Clan's Fifth Chairman.

Sohei Dojima - Deceased. Kiryu's former patriarch, whom he was accused of murdering, which triggered a ten year prison sentence. In the past, he ran the powerful Dojima Family with an iron fist, which led to much prosperity in the Tojo Clan, but that all changed as a result of the events of Yakuza 0.

Akira Nishikiyama - Deceased. Known to his friends as "Nishiki", he was a promising member of the Dojima Family who later assumed the patriarchy of his own family. He and Kiryu grew up in the same orphanage, and the two considered themselves true "kyoudai" (blood brothers). Sadly, after killing Sohei Dojima, Kiryu took the fall for him. Guilt and feelings of inadequacy led to him becoming more ruthless, and the death of his sister pushed him over the edge to try to take over the Tojo Clan. In the end, Kiryu defeated him at the climax of the Ten Billion Yen Incident and Nishiki gave his life to end it all.

Shintaro Kazama - Deceased. The former patriarch of the Kazama Family. He was a well-respected yakuza who ran the Sunflower Orphanage where Kiryu, Nishiki, and Yumi spent their youths. Because of this close connection, Kiryu considered him much like a father. He conspired to create the Ten Billion Yen Incident and lost his life protecting Haruka from Shimano. This character was known as "Shintaro Fuma" in the English versions of the first three Yakuza games. His name was originally changed because of the similarity between "Kazama" and Kiryu's first name, "Kazuma".

Futoshi Shimano - Deceased. The former patriarch of the Shimano Family and formerly Majima's boss. He had designs of taking over the Tojo Clan with the death of the Third Chairman, but those fell apart when he was killed during the closing days of the Ten Billion Yen Incident. Since then, his family has folded and absorbed into the Majima Family.
