    Climb the stairs to the left and continue past the fountain and through the gate.

    Approach the gathered crowd and interact with the basket when the woman holds it out. A cutscene (a non-interactive cinematic the game plays automatically) will play where you make a decision that slightly alters the location of later equippable Gear.

    Head down to the stage and make a choice when given the baseball.

    When you regain control, policemen will be hostile. You will gain your skyhook and a tutorial on melee attacks. A small skull above an enemy indicates you can hold the melee attack button for an execution move.

    After a short cutscene, you will encounter a Fireman. These enemies wear heavy, fire-resistant armor and use the Devil's Kiss vigor to throw grenades. Keep moving to avoid splash damage. If you get too close, they unleash a shockwave that sets you on fire. When low on health, they explode and charge; run away until they detonate.

    Deal with the Fireman using wagons for cover (press the cover button to crouch behind walls or objects) and remember to keep moving. Aim for headshots and stay away when they are about to explode.

  • The Founder Policemen are weak and appear early in the game. A headshot is an instant kill.
