Talk to Matutero. He will unlock his storage room containing two weapon chests.

Follow the road past broken-down trucks until you are attacked by locals. Take cover and eliminate them.

Inside a nearby building, find Banoi Herald Excerpt #31 on a table. A weapon chest is also located outside.

Continue along the path, crossing a small bridge and river. Turn right near a camper to find another weapon chest and kill nearby undead.

Cut through the river and rejoin the road, passing a guard tower to reach the camp. A weapon chest can be found in the guard tower.

Afran's Soldiers will attack. Use cover and a mounted gun in the guard tower to clear them out.

The first building on the left contains Banoi Herald Excerpt #32 on a table; it is guarded.

Inside the bus, find ID Card #065.

Break down the door of the last building on the left to proceed deeper into the village.

Head out the back door and eliminate more soldiers.

Progress through the series of piers and small huts. Use propane tanks and cover to your advantage.

Reach Afran and trigger a cutscene.

After the cutscene, use the explosive barrel near the top floor to damage Afran and eliminate some soldiers.

Grab three grenades from the left side and check the weapon chest. Use grenades to weaken Afran from a distance.

Once outside soldiers are dealt with, break down the door to the final building.

Find a weapon chest on the left before climbing the steps. The Phoenix Mod is on a table in front of the boat.

Defeat Afran.

Get on the boat and sail back to River Village.

Tips

Use propane tanks and cover effectively when progressing through the village.
Utilize the mounted gun in the guard tower to clear out initial enemy waves.
Grenades can be used to weaken Afran from a distance before engaging him directly.
