Learn how Quan Chi betrayed Shinnok and resurrected Shao Kahn after Shao Kahn's demise in Mortal Kombat 9.

Having defeated Shao Kahn, Quan Chi was tasked with expanding the Brotherhood of Shadow. Many warriors had died during Outworld's invasion of Earthrealm, so Quan Chi stole their souls and remade them to serve his master, the fallen Elder God Shinnok. After this task was completed, Shinnok ordered Quan Chi's execution to remove a potential rival.

However, Quan Chi foresaw this betrayal and resurrected Shao Kahn, who became his ultimate phantom warrior. With Shao Kahn as his enforcer, Quan Chi struck down the Brotherhood of Shadow and Shinnok. Quan Chi does not forgive betrayal, not even from a god.
