How to Access the Cagliostro’s Secrets DLC:

After completing the second-to-last main mission, 'The Prisoner in the Bastille,' return to the Cordelier’s Club. Speak with Abbe Gregoire and select the new dialogue option 'Monsieur Brissot’s fate' to begin the 'Cagliostro's Secrets' side-quest.
