Walkthrough

Extend your second story floor by one grid over the first story.

Decide on the desired size for your balcony, aiming for around 2 or 3 grids.

Place pillars to support the balcony structure. This avoids needing a room on the first story underneath.

Tile all the grids you want to be part of the balcony.

Place surrounding fences around the balcony.

Wall off the back side of the balcony.

Add a door to connect the balcony to the inside of your Sim's house.

Tips

Pillars allow you to build a balcony without a supporting room on the first floor.
A balcony does not require a room directly underneath it.
Fences are used to surround the balcony.
Sims will not fall off an open balcony.
