Chapter 9: The Plot

Rikiya is safe and Lau is dead, thanks to the man in the sketch who addresses Kiryu in English and mentions his "brother." Back at Purgatory, Mine arrives with Kanda's head, having taken it upon himself to resolve issues within the Tojo Clan. Kanda is dead, and Hamazaki, having failed the Snake Flower Triad, is likely being taken to the mainland, posing no further threat. Although the Tojo Clan's immediate problems seem resolved, Kiryu is taken aback by Mine's brutal methods. They exchange words about their motives before Mine departs.

The issue of the man resembling Kazama remains. Kiryu decides to escort Rikiya to a taxi so he can return to Okinawa. After speaking with Rikiya, walk with him to the front of the construction site. Note the individual near the exit; he possesses a substantial amount of materials useful for modding.

Take Rikiya to the nearest taxi. Afterward, Kiryu receives a call from Defense Minister Tamiya. Tamiya explains that for Kiryu to keep the orphanage, they must cooperate, and a meeting is arranged at the Diet Building. A third party is involved. Kiryu contacts Date, who insists on accompanying him. The first destination is Serena to pick up Date.

With the freedom to explore Kamurocho, six new Substories are available, bringing the potential total to 99 completed with four already initiated. All Lockers in Kamurocho can now be opened using the map. Additionally, west of the West Park entrance, Mack can be found and will teach Kiryu a unique training method at the Purgatory construction site.

Once ready, go to New Serena to meet Date. Head to Millennium Tower and approach the car with the attendant; you will be transported to the Diet Building. A lengthy series of cutscenes follows, where Tamiya reveals the full plot. The military expansion bill was a ploy to draw out a group called Black Monday and their leader, Andre Richardson. Daigo's shooter was Joji Kazama, Shintaro Kazama's brother and a CIA agent working with Tamiya. Tamiya tasks Kiryu with bringing in Joji and his secretary, Toma. Mine is also working with Toma to advance the resort project, unaware of Black Monday's plan.

During the discussion, Suzuki's personal security arrives. Exit the building to confront them. Kiryu will be surrounded by guards with riot shields, while others attack with punches and tasers. Prioritize eliminating the guards with stun guns, as they inflict significant damage, and their weapons can be used. After defeating approximately twenty guards, the chapter concludes.
