Alright, so you've landed in the Propaganda building and you're standing in the parking lot. Don't worry, this one's pretty straightforward. We just need to grab a few things and make a trade.

First things first, you need to get down to the parking lot level below.

From where you start, near the APC, just turn right and head down the road. Keep an eye out, you'll find a body with a keycard on it. Grab that!

Now, head back up to where you were before. Look for a door that the ON Peacekeepers are guarding. Go through there.

Once inside, just keep going all the way up the stairs and then run through the hallways.

You'll eventually make your way through the Minister's office room. Keep going through the halls until you reach the A Wing.

In the A Wing, you're looking for an office. It'll have a door on the right that you can open.

Use that keycard you picked up earlier to unlock this door and head inside.

Your objective in here is to get the Clothing attire. Make sure you grab it.

With the clothes in hand, run through the main board room. When you get to the end, turn right and keep running until you reach the Reception area.

From the Reception, take another right into a larger space. You'll find an ON Peacekeeper in this room.

This is the crucial part: trade her the clothes you just picked up. Once the trade is done, you can walk out of the room and then right back in.

You'll see she's now wearing the clothes, and her uniform will be lying on the sofas. You can even grab a medical item from there if you need it.

Tips

After you've handed over the clothes, you'll be able to find that same ON Peacekeeper in the parking lot, hanging out with her allies.
Once this deed is complete, you can head back to the Vigil Elder to turn it in and get your reward: an Amine Prism - Roh.
