Once you're in Heaven's Pier, make your way into the village from the main Boundary Stone. Look over to your left, near the market stall, and you should spot a swindler. Right near him, by a stone wall, you'll find a master named Qiu Yuehai. Chat him up!

Qiu Yuehai will kick off a quest for you. The goal is to learn how Celestial Seize works by using it to steal a cheating item from that very same drinking contest swindler. After you've snagged the item, challenge the swindler to a drinking contest. You'll end up exposing him as a fraud, and as the villagers chase him off, head back to Qiu Yuehai by the wall. He'll then teach you the move properly, and you'll complete that quest.

With Celestial Seize now in your toolkit, you can start using it out in the world whenever you feel like it.

How to Use Celestial Seize
