To join the Midnight Blades in Where Winds Meet, you must complete a quest at night and stain a Decree with blood. Head to Halo Peak and find a dying man near a cliff edge with several dead bodies. Wait until nightfall and speak to Icchantik, a mysterious figure overlooking the corpses. He will give you a Rogue Decree. Alternatively, you can obtain one from a mysterious assassin at the drinking stall in Heaven’s Pier.

With the Decree in your inventory, kill enemies. Hostile monk camps to the west of your location are a good source. Return to Icchantik with the bloodied Decree to join the Midnight Blades.
