Walkthrough

After recovering Haruka, you'll automatically return to Serena. Reina is gone, and the bar is in disarray. Check the letter on the counter.

As you leave Serena, you'll notice a blood trail. Follow it past Millennium Tower towards the Champion District.

In the Champion District, you'll find some thugs near the west entrance who mention Shinji went to the Hotel District.

Head back to the Hotel District. You'll receive a phone call near the intersection west of Jewel. Shinji is in a building just north of your location, which will be marked on the map.

Enter the building and proceed to the far side of the first floor, then go up the stairs.

On the second floor, you'll encounter enemies. Fight your way through the building, clearing out all enemies. Explore side rooms for potential items.

On the third floor, a man with a large chair will block your path. You can perform the "Essence of Self-Destruct" Heat Action on him.

Continue through the floors, dealing with enemies, many of whom will have guns. Prioritize taking out enemies with firearms.

Reach the roof and press the confirm button at the far end to jump across.

Boss Fight: Kazuto Arase

Stats / Weaknesses: Arase has a small health bar (two segments). He is fast and dodges slow attacks. Rush Style is recommended.
Phases:

Arase will quickly move around the battlefield, firing his guns. Use Rush Style to close the distance and attack.
Be prepared to dodge when Arase begins to flip; he will follow up with a side-dive attack.
When Arase is cornered, he has fewer options. Try to trap him.
As his health gets low, Arase will use a multi-shot "super" attack with armor. Dodge this attack.

Strategy: Use Rush Style to quickly attack Arase. Focus on dodging his rapid attacks and his special dive. Try to corner him. When he uses his armored multi-shot attack, evasion is key.
