Chapter 11 - Honor and Humanity

Head to Shine to find the hostess Shinmei.

Shinmei requires a passport; she will direct you to seek out "the forger".

Go to the club Jewel and speak with the hostess Ayaka.

When Ayaka plays dumb, leave the club. Re-enter after two thuggish types arrive, and Ayaka and her manager will flee.

Go to Public Park 3 and defeat Zhou and his goons. Use their swords to make the fight easier.

Return to Jewel to obtain the fake passport.

Go back to Shine and give Shinmei her passport.

Shinmei will send you to Mizuno at the MEB (Ministry of External Affairs Bureau).

Mizuno offers to sell the passport for 500,000 yen. Offer 300,000 yen instead to acquire it without further issue.

Head towards Purgatory. Majima will text you about being followed.

Enter a nearby taxi to meet Majima at the docks.

Fight alongside Majima against ex-Dojima goons. Be wary of the one with the gun.

After defeating the goons, return to town.

Go to Purgatory and pick up Haruka.

You can complete a substory with Haruka now, or wait until later.

Travel to Shangri-La on Taihei and Senryo streets.

Speak to the person at the entrance to gain access.

Explore Shangri-La; rooms with black tags on the door are accessible. Many women will object to Haruka's presence.

Find Akemi on the top floor, at the very back of the hallway. She will provide information about Kazama's location, a potential ally, and Chairman Sera's will.

Exit into the hallway to fight Majima.

As you progress through the floor, check side rooms for items.

Two floors down, you will face Majima in his Mad Dog style. Dodge and counterstrike effectively due to his speed and spinning attacks.

The floor will shake, and you will fall into the basement.

Majima will switch to Thug style; counter with your Brawler style.

After the fight, return to Purgatory.

Speak to Date and confirm you are ready to leave the city to end the chapter.
