- 1Start the game by meeting with Booke at Carney's Express Limited and choosing one of three starter cars: 1998 Nissan 240SX, 1983 Volkswagen Golf GTI, or 1988 Volkswagen Scirocco.
- 2Build your reputation to become the City Champ.
- 3Race regional opponents to prove your skill.
- 4After defeating the regional opponents, race Booke at the Standard Hotel to become the City Champ.
- 5Upon becoming City Champ, you will be challenged by the Champs of all five vehicle classes: Oswaldo, Julian, Lester, Pete, and Marcel.
- 6After becoming City Champ, Booke will propose a deal: give him $1 million to co-own his garages, and you can have anything in them for free. This also affects Doc's South Central garage.
