Upon arriving in Harmel, you will witness a scene depicting the city's destruction with no survivors.

Proceed to the upper part of Harmel to find Rhea, who wishes to exact revenge for her parents' death.

Travel north on the continent to reach the town of Venezia.

In Venezia, go to the northeast part of town, past the fountain.

Pay a man on a gondola 50 Gald to travel by gondola.

Visit the weapon shop (Option 1) and purchase a Gem Rod for Mint.

If you have over 8,000 Gald, you can buy a weapon for Cress at the weapon shop.

Exit the weapon shop and take the gondola again, this time heading to the Armor shop (Option 2).

Inside the Armor shop, a woman in green is walking around. She offers to sell you a tech for 3,000 Gald. Purchase it, and Cress will learn Tempest Tech.

Speak with the shop owner and buy a Mail, Iron Gloves, and the Knight Shield.

Tips

Make sure you have at least 3,000 Gald before visiting the Armor shop in Venezia to learn Tempest Tech.
