    Speak to NPCs in Seyda Neen about rumors to learn that tax collector Processus Vitellius is missing.

    Head north out of town, turn left at the signposts towards Balmora, and follow the path.

    Just past a small bridge, the road turns left; follow it, then continue straight west.
