  • Sovor Trandel: He's in the Balmora Council Club. You don't have to fight him. Instead, you need to build up his disposition. You can walk south from Balmora, cross the hills, and navigate the swamp. Alternatively, you can take a silt strider or Mage's Guild transport to Vivec, then catch a boat to Hla Oad (costs 46 gold).

Ra'Zhid is in Fatleg's Drop Off on the north side of Hla Oad. He'll deny knowing anything about the artifacts. While you *can* try to pickpocket a key from him, it's incredibly difficult. Your best bet is to make him attack you first. Taunt him until he initiates combat, then defeat him. Loot his corpse for the Simple Key. This key opens the chest next to the trapdoor, which contains the three Dwemer artifacts and some gold. Since you legally obtained the key, opening the chest isn't a crime.

Return the artifacts to Sugar-Lips, and she'll reward you with two Master's Lockpicks, two Journeyman's Probes, and a Journeyman's Armourer's Hammer. You won't get a promotion just yet; you need to prove yourself more.
