  • Residential District: Head to Elie's house. You'll find it by going down the slope and taking the last house on the left. Inside, go upstairs and into the room on the right. Bingo! The statue is there.

After the cutscenes wrap up, you'll automatically be back at City Hall. Chief Clipp will thank you and hand over a Sagittarius Gem as a bonus. It turns out the Chief himself was Phantom Thief B all along!
