    Outside & Basement: Check the box behind the bar for two water arrows. Find a BOTTLE worth 50 GOODS (0/0/50|50) and a BOX on the counter with 25 GOLD (25/0/50|75). Enter the Shoalsgate Utility Building and use the lever to open the hatch, dropping into a water pipe. Follow the pipe to a cave with two flares and rats.

    From the cave, you can fire a rope arrow at the beam at the top of the well to climb into the central courtyard. This allows opening two sets of gates, potentially for escape. You can also access the Second Floor early via the dumbwaiter in the west of the courtyard. Alternatively, head through the flooded caves to the north-west to find water arrows and a STATUETTE worth 15 GOODS (25/0/65|90).

    [SECRET #1] Find an unlit torch that opens into the Maintenance room. The stairs lead to the north-west corner of the First floor, by the Conference Rooms.

    [SECRET #2] Follow the narrow tunnel due north to two unlit torches; the second opens a secret door into the basement rooms. Another unlit torch inside opens the same door. Head to the Morgue to find a BAG OF GOLD next to a dead body (125/0/65|190).

    Leave the basement via the stairs, go through the wooden door to the north-east of the First floor.

    First Floor: Turn left and pickpocket the guard in the north-east room [PP 1] for the RECORDS HALL KEY. Go west, avoiding guards. Enter the Line-Up (empty), then the Armory (locked). Go into the Shooting Range and collect arrows.

    [SECRET #3] Shoot a broadhead arrow into the center of the target at the back right to open a secret door into the Armory. Inside, find various arrows, a flash bomb, and an Invisibility Potion. The door can also be opened with the button next to it.

    The Supply Closet is empty. The Mess Hall contains a message about Lieutenants having access to the Records Hall and the existence of the dumbwaiter, which leads to the Officer's Lounge.

    The Conference Rooms contain a PAIR OF SPECTACLES (175/0/65|240).

    In the south-west is the Front Desk area. The CONTROL PANEL allows you to DISABLE THE ALARM and open the MAIN GATE by pulling both LEVERS to the DOWN position [OBJ 6].

    [SECRET #4] The button hidden under the control panel opens a secret hatch beneath it, containing 4 STACKS OF COINS (275/0/65|340).

    Approaching the outer door allows you to overhear a conversation between a Mechanist and a City Guard mentioning Lieutenant Hagen and the Records Hall.
