If they're almost dead but not burning, finish them off with a different weapon. If you find yourself running out of Scavs to test your new toy on across the three locations, don't sweat it. Just save and quit, then reload your game – they should respawn. Once you've hit your quota of 15 kills and 5 ignitions, head back to Janey in Concordia to wrap this mission up.
