Walkthrough
- 1After defeating the final Rocket Executive atop the Radio Tower and Team Rocket, the Radio Tower Director will give you the Silver Wing.
- 2Heal your Pokémon at the Goldenrod City Pokémon Center.
- 3Fly to Cianwood City.
- 4Surf east of Cianwood City to find the four Whirl Islands.
- 5Enter the cave on the northwest island.
- 6Go down the first ladder.
- 7Go down the nearby staircase, then south to collect a Full Restore.
- 8Return to the ladder, then go south on the raised ledge to another staircase. Go down it.
- 9To the west, examine the lone rock in the corner to find another Full Restore. A Carbos is just north of this spot.
- 10Return to the staircase, go southeast, and up the next staircase.
- 11Follow the path to a ladder, use it to reach a secluded area with a Max Elixer and a Max Revive.
- 12Return to where you found the first Full Restore. Jump over the ledge to the east.
- 13Follow the path along the ledge to a staircase going down. Go down and west to collect a Nugget.
- 14Go east, hop over two ledges, and use the ladder to find an Ultra Ball.
- 15Backtrack to the previous area. Go north from the ladder and examine the empty space near the dead end to find a Rare Candy.
- 16Go south from the ladder, west over a ledge, then further west and south over another ledge.
- 17You will find an Escape Rope on the ground. Grab it.
- 18Go southwest and use the ladder.
- 19In the next area, you should see some water. The cave entrance to the south leads outside to the southwestern Whirl Island.
- 20If you Surf east across the water, you will find a Guard Spec. and another ladder.
Tips
- The quest for Lugia (and Ho-Oh in Pokémon Gold) is optional and version-exclusive.
- It is recommended to be at least Level 42+ to face Lugia.
- Consider obtaining the Master Ball from Professor Elm in New Bark Town after getting the eighth Johto Gym Badge, as it can make capturing Lugia easier. However, waiting may cause Pokémon to become underleveled, and the other legendary Pokémon (Level 70) is harder to capture later.
- The Silver Wing is obtained after defeating Team Rocket at the Radio Tower in Goldenrod City.
- The Whirl Islands are located east of Cianwood City.
