    Return to the Penitentiary and go through the west gate. Pick up the health drink and Pulaski Axe if not already done.

    Move north around the west side of the building and enter through the north door.

    Proceed past the reception counter for a cutscene. Objective Update: Find Elle.

    Move through the reception area and enter the Guard Room. Open the door to the office, pull the lever to open the outside gate, and walk back out.

    Move through the open gate into the Visitor Area. The gate closes behind you.

    Equip the Pulaski Axe and chop through the boards covering a doorway. Enter and pick up the FIRST AID KIT from a back counter.

    Exit the room and enter the Cellblock B corridor. Defeat the two Order members.

    Enter the first cell on the left and examine the OLD NEWSPAPER.

    Pull the lever on the right wall to open the north gate. Move through and take the staircase down to Cell Wing B.

    Pick up RIFLE AMMUNITION from the shelf in the open hallway on the left.

    Enter the next to last cell on the right and examine the LETTER FROM A PRISONER on the bed.

    Open the double doors on the west side and then the door to the north.

    Defeat the two Order members that attack upon entering Cell Wing B (North).

    Enter Wheeler's cell (B11) by pulling the working lever on the east wall. A cutscene triggers. Objective Update: Find Wheeler.

    After the cutscene, defeat the attacking Siam. Use a powerful gun and aim for its back. The Assault Rifle is effective.

    After the Siam is defeated, follow Wheeler up the west staircase. Objective Update: Escort Wheeler to safety.

    Enter the Upper Guard Room and pick up the CHILD'S DRAWING (16/18) from the damaged wall.

    Hop over the gap in the catwalks to join Wheeler. Duck under the wall to proceed.

    In the B Block Office, pull the lever as Wheeler instructs.

  • Use a gun on at least one of the Order members to make the melee fight easier.
  • Try for headshots when enemies have their backs turned.
