Each of the four inhabited districts in Vampyr has fifteen regular citizens and one "pillar" of the community. Regular citizens can be "embraced" (a mechanic requiring a certain Mesmerise level, starting at 1 and increasing to 5 at fixed game points) for significant XP. Pillars can only be embraced at specific story junctures when their fate is decided.

District health, which caps at 100% with all citizens present and healthy, is directly impacted by citizen well-being. Sick citizens reduce district health by approximately 2% each and yield less XP when killed. Killing a regular citizen lowers baseline district health by about 5%, while killing a pillar reduces it by approximately 30%. If district health drops below 50%, the district becomes hostile, leading to citizen disappearances and the spawning of enemies. Hostile districts cannot be restored.

Embracing Strategies

Killing all citizens immediately after learning about them is not optimal, as a hostile district results in the disappearance of all remaining inhabitants. A strategic approach is recommended.
