Select the option to turn on Eagle Vision (the game's mechanic to see hidden details) by holding Triangle.

Observe that the Codex Pages together create a picture.

Align the border of the Codex Pages first by placing the outside pages along the top, bottom, and sides. Each outside page has a small line like a border to help with alignment.

Work your way inward with the remaining pages until the shapes make sense, revealing a map of the continents.

If a scene does not automatically start, continue adjusting the inside pages until it does.

Tips

You may have used Eagle Vision before out of curiosity.
If you don't automatically start a scene after aligning the pages, you need to adjust them further.
After completing this objective, you can proceed to Rome by talking to Mario.
