Here's the deal: you'll need to do a bit of the quest called 'The Innkeeper's Husband.' During that quest, you'll climb up a tower to talk to the husband. He's stuck on the other side of a bridge and will give you a key to help him out. To get to him, you'll actually need to walk around the base of the tower to find an entrance at the back.

Once you have that key from the husband, you can head back to the door that was blocking your way. Use the Western Bridge Key to open it up. This path will loop you back around to the husband, and he'll be super grateful you freed him, which wraps up that quest nicely.
