Leave the palace and speak to Nungata in the northwest corner to claim her final bounty (6000cp, 3375 XP). Afterwards, head towards the southern exit and keep an eye out for a man named Teryc Lofell near the fountain.
Ask what's up to learn that his ship was sailing in the southeast of the archipelago when it was attacked with the crew being killed or carried away. He and his boatswain escaped and when the fog cleared, he saw an island with many more wrecks around it. Listen sympathetically, initiating The Final Voyage, and he will give you a Cloak of Protection for your patience.
Next, make your way to the Sacred Stair and claim the very last bounty from Okauro (4000cp, 3037 XP).
Skipping Ahead
Go to the Spire of the Soul-Seers and speak to Flaune Elette on the rooftop. Her calibrations are complete and she's ready to try out her teleportation device again.
Tell her that you're ready and the teleportation device will send you elsewhere.
Pâhowane Underground
Leave your starting room and kill the xaurips in the Shrine to Ngati. Search a chest for the Bone Setter's Torc.
Ignore the altar for the moment and follow the passageway to the east leading to the Xaurip Hoard. You will find a Lever in the large chest.
Head back to the ornate doorway near your starting point and use the lever to open the door.
Use the stairs to get up to the main floor.
Pâhowane
There are some xaurips just to the north of your starting point. After dealing with them, continue east to the Eoten's Lair. Kill the Eoten and his xaurip allies and grab a Cell Key from the Eoten's remains.
Search a chest for the Acolyte's Frostbite hatchet.
When you're done looting, speak to the captive Kuaru Trader.
Untie him and he will tell you that the xaurips took someone named Badema to the cells. After he leaves, follow the upper platform east and kill yet more xaurips. Search a locked chest (8) for a pair of Gauntlets of Greater Reliability.
Follow the passageway south and east to the Cages. Kill another Plaguestriker and then use the key to unlock the cell where a terrified Badema is being held captive.
Tell her that you've dealt with the Eoten and she will leave. Follow her out of the dungeon. When you do so, a letter from Furrante inviting you to come and see him in Dunnage will somehow find its way to you.
You are in the west of Neketaka Island. As you make your way to Neketaka, you may receive an invitation from Hazanui Karū to meet her in The Brass Citadel.
When you reach Neketaka, select Spire of the Soul-Seers from the city map. When you get there, you will find the place under attack. Kill the enemies on the lower floor and search the body on the floor to find the Animancer's Energy Blade.
Head up to the rooftop where more enemies await. When they're defeated, one of the mercenaries will address his dying words to Maia if she is in your party.
Flaune will speak to you afterwards complaining that the mercenaries have destroyed their work. She tells you to speak to Castol back at the VTC Headquarters. Afterwards, search the mercenaries to find a pair of Rakhan Field Boots.
Leave the tower and travel to Queen's Berth. Make your way to Castol's office in the VTC HQ and tell him that the RDC sent mercenaries to attack the Spire (2700 XP).
Castol suggests that you speak to Alvari on your way out. This will start things that lock you into the VTC so you may want to wait.
Back in Queen's Berth, pop in on Sanza to turn in the Burning Shoals quest (5000cp, 5400 XP) and pick up the final _Mapping the Archipelago..._ quest, the Razai Passage.
Bekarna's Folly (Conclusion)
Make your way to Periki's Overlook / Arkemyr's Manor.
Steel Garotte Encounter
As you make your way between districts with Nerircyrlas' Hope in your inventory, you may encounter agents from the Steel Garrote. Violence is inevitable. Search the leader's remains for a Precise Missive which directs you to someone named Izzia in Periki's Overlook.
Show Arkemyr the almanac you found and head down to the laboratory level. Make your way to the Scrying Pool for a scripted interaction.
Dip your face in the water and you will find the Council of Archmagi in session. After listening to them argue among themselves for a while, you will have an opportunity to speak. Let the scene play out (5000cp, Arkemyr's Illuminating Discoveries, 3375 XP, Constellation Prize trophy).
Back outside, head to Marihi's Metalwork and speak to the Izzia mentioned in the letter you recovered.
After going through your pack, she tells you that if you bring her more pieces of "odd metal" similar to Neriscyrlas' Hope, she may be able to craft something.
Return to your ship and start sailing southeast. After a while, you will have another interaction with the gods discussing Eothas's plans to destroy the Wheel.
Afterwards, hold your course past the Hall of the Unseen. Eventually, you will reach the island that Teryc mentioned, Splintered Reef.
Splintered Reef
Before landing, select "Supply" and buy the Dragonwing Sails. Not only are they the best sails you can fit, they are required to complete the game if you decide that you don't want to ally yourself to any factions. Afterwards, select The Pickled Eel from the city map. However, you are waylaid on your way there.
You will find yourself fighting a group of Darguls controlled by a Fampyr. The Fampyr is the most dangerous enemy, so concentrate your attacks on it. Afterwards, loot a Fampyr Quarterstaff from its remains before continuing on your journey. It isn't unique, but the _Grave Command_ ability (_Frighten_ Kith / _Charm_ Vessels) is quite powerful.

As you enter, a Gul named Copperhead will beckon for you to come and speak to him.
