    Sail southeast to reach the Dead Floe and Harbingers' Watch.

    Speak with Harbinger Hafjórn, show him the invitation, and then speak with Vatnir in the chapel.

    Go to the Harbingers' Dwelling and speak with Harbinger Brythe. Agree to deal with the lost pilgrims to initiate The Higher-Ups.
