What kind of Pokémon can break rocks?

Generally, any Pokémon that's a Fighter or a Steel type is going to have an easy time with rocks. They often have access to moves specifically designed for this, like:

• Rock Smash
• Iron Tail
• Brick Beak
• Rollout

To actually break a rock, you just need to lock onto it using the ZL button and then use one of these moves. Easy peasy!
