Your main goal is to stop the GLA from using a captured train to ferry troops by destroying the bridge it uses. You'll also need to shut down their Stadium to stop mob attacks and snag their Supply Stashes. The good news? You can train Black Lotus right away without needing a Propaganda Centre.

The GLA's got this train running troops through the city, and the bridge is their weak point. There's a bit of an opinion here that there's a slicker way to do this than just fighting through the city, but it's gotta be pretty much perfect. Let's go over that strategy.

Walkthrough:

1. First off, in your General's screen, make sure you've got Red Guard Training selected.
2. Get your Hackers on the money-making duty. While they're at it, start training up a squad: a few Red Guards, some Tank Hunters, a couple of Gattling Tanks, and maybe a few other units just to be safe.
3. Move your whole squad over to the eastern side of the river. Have one Gattling Tank and some Tank Hunters hang back to defend the east side of your outpost.
4. The main strike team needs to head upwards. Use your Gattling Tanks to cover the front and back, taking out any enemy Infantry they encounter.
