The target is often found in the settlement, just west of where you docked. Look for him on the wooden walkway that runs right under the island's only viewpoint.

    Now, here's where stealth comes in handy. If you can manage to put the guards (the Gunners) to sleep – maybe with a sleep dart if you have them – you can make a run for the water. Swim around the island and approach the dock where your target is patrolling.

    Climb up onto the dock when no one's looking and get close to the target.

    Once you've got him lined up, just stab him in the face to complete the contract. Easy peasy!
