Head to the Assassin's Bureau in the south of Havana and speak with Rhona Dinsmore to start the mission.

Prepare to defend the bureau. You'll face four waves of enemies, with each wave consisting of six to nine enemies.

Be aware that there are three entrances to the bureau. For the first three waves, two enemies will enter from each of these entrances.

During the fourth and final wave, the enemy numbers increase, with three enemies entering from each access point.

Tips

Between waves, you can grab powder kegs and place them near the entrances.
When the next wave of enemies approaches, shoot the powder kegs as a group of enemies passes them. This will take out about a third of the enemies in that wave without you having to engage them directly.
