Alright, so you've made it to the Altar of Despair, which means you're ready to tackle a pretty specific part of an NPC questline. If you've previously killed Annalise, Queen of the Vilebloods, you'll want to grab the Queenly Flesh. You can find this item back in the Vileblood Queen's Chambers. Once you have it, bring it back to the Altar of Despair and use it there. This should bring Annalise back to life!
