After Tannis contacts you at Atlas HQ, Fast Travel back to Sanctuary, give her the fragment, and go to the bridge.

Fast Travel to Meridian Metroplex and head northeast to eliminate the Maliwan squad. Atlas forces will assist you.

Strategy:

The arena is large; constantly move to avoid The Rampager's attacks. Use pillars for cover if necessary.
The Rampager leaps quickly and deals massive damage with its shockwave upon landing.
Avoid its rapid elemental blasts by moving while shooting. Never remain stationary.
The Rampager's weak point is its ribcage, not its head.
When enough damage is dealt to the ribcage, it will fall, allowing you to attack its head.
Deal with adds (Wraiths) that spawn throughout the fight. Use them for health, ammo, or Second Wind.
