He's hanging out in the lower courtyard of Skyhold, chilling between the stables and the kitchen. Once you find him, chat him up to kick off the quest called ‘Way of the Assassin’.

To actually unlock the Assassin skill tree, you've got a bit of crafting to do. You'll need to make a special item called a Murder Knife. You can whip this up at any requisition table, but only after you've gathered a few specific things:

  • Codex Entry: Writing on Assassin’s methods — You can snag this from a table near Cole in the Herald's Rest tavern here in Skyhold. If you miss it, no worries, the merchant Willvan in Val Royeaux also sells it.
  • 3x Assassin’s Guild Leader Tokens — These are found out in the Crestwood region. Specifically, you'll need to hunt down Assassin leaders in the East Side Hills, The Black Fens, and The Flats.
  • 20x Deathroot — This herb can be bought from the merchant in Crestwood village. Alternatively, you can find it scattered throughout the Western Approach and Hissing Wastes, or even get some from the war table mission ‘Hissing Wastes Resources’ if you send Leliana on it.

Before you can even talk to Heir, make sure you've completed the war table mission ‘Specializations for the Inquisitor’. You won't be able to find him or start the quest until that's done.
