Basically, almost all of these special side missions are tied to your characters getting married. Once two characters reach S-rank (that's the highest support level), and you've beaten Chapter 14 of the Birthright campaign, any kids they might have will become available to recruit through a Paralogue. The only exception is the very first Paralogue, which you'll get access to differently.

Now, about *when* you should tackle these Paralogues. The enemies in these missions will scale their levels to match your army's current average level. This is a double-edged sword! If you go too early, especially for the first Paralogue with Mozu, she'll be a Level 1 Villager, and any kids you recruit will cap out at Level 20 (unpromoted). That means you'll have a lot of grinding to do to get them up to speed. On the flip side, if you wait until super late in the game, the child unit might be strong enough that they barely need any training, but they could also get taken out easily by the powerful enemies if you're not careful.

Here's a pro-tip: If you wait until really late in the game to recruit these child units, they'll often come with an item called an Offspring Seal. Using this seal right away will instantly bring them up to your current army's level, saving you a ton of hassle!

Don't forget, these Paralogues are also fantastic opportunities to rack up more experience points for your veteran units. There's really no downside to completing them whenever they become available. Just remember that the exact enemy levels and classes can vary a lot depending on when you decide to tackle them, so the game doesn't provide specific enemy breakdowns for these missions.
