Climb the ladder to the 2nd floor and head north to a door. Examine the books to its right for a readable book.

Go through the door to find a vault; the combo is unknown for now.

Continue north through the next door. Examine the picture of a girl. The lift does not work. The door ahead is locked. Head downstairs.

At the bottom of the stairs, a DOLL (enemy) will emerge from a display case. Use your UV light (a tool that reveals hidden messages and outlines) to fight it more easily.

Take the north door and find [PISTOL BULLETS]. Continue to area 101 and head north.

Enter the northeast room (103) to find a [FIRST AID KIT] and hear an older voice.

Return to the main room. Find a book on the east bookcase. Examine photos: 'Devil's Pitstop' in 103 and 'Demon Samael' in the main room.

Enter room 104 and collect the [ID CARD] from a body. The UV light reveals the message "Sequestered does not equal safe".

Use the ID card to open the northwest room. Inside, find a radio and envelopes on a desk.

Arrange the envelopes to spell a number. The leftmost envelope is fixed, forming the start of '8'. The sequence forms "851136". Collect the [NUMBERS NOTE].

Proceed through room 106 and back to the room with the dolls. Another doll will attack.

Head to the keypad room north of the elevator and enter the code "851136" to unlock the door.

Inside this room, find another book to read. Room 208 contains the 'Shepherd House' photo.

Head into the hallway and enter room 204. Find a makeshift ladder to the third floor. Examine the desk to find the [RETT CAIRN] card.

Climb the ladder to the third floor. Find a map. Navigate to a desk with a [FIRST AID KIT].

Balance across burnt beams while dolls are active below.

After balancing, a DOLL will attack. Defeat it.

Explore the room to the right of the door frame for [PISTOL BULLETS].

Follow the path east and south, ignoring a ladder for now.

In a room to the south, find a book on the west wall. Take the southwest doors to a large room.

Remove a wheelchair blocking the elevator. The elevator now functions and can access floors 1, 2, 3, and 18 (requires a special card for 18).

Return to room 301 and take the ladder down to the 2nd floor.

Go north to the hallway and enter the Mayor's Office. Read the book to the right.

Check the drawers across from the door to find the [PSYCHOLOGICAL REPORT].

Go to the mayor's desk and collect the [SLIDES].

Head to the 3rd floor elevator, descend one level, and go west to reach the vault area.

Enter room 207, the 'Video Archive'. A box will fall upon entry.

Find a projector. Before using it, go upstairs to the southeast for a [FIRST AID KIT] and to the southwest for a book.

Return downstairs and use the slides on the projector. It will display a series of clocks.

The clocks correspond to the vault code: 'IX (9)', 'VI (6)', and 'I (1)'. The code is "961".
