Primitive farmers arrived in the valley from the Zafros Mountains to the east by 5000 B.C. The land was fertile but became hard-baked by the summer sun following the late spring river floods. Early settlers developed methods to manage some of the flooding using dikes and to irrigate their fields during the summer.

Early settlements such as Ur, Uruk, and Eridu initially developed into independent cities and later evolved into city-states.
