Flora is a bit of a late bloomer when it comes to joining your cause. You won't see her show up at your MyCastle until you've really invested in your base. Specifically, you need to fully upgrade **one** of the following facilities: a Ballista, a Launcher, or a Fire Orb. Once you've done that, she'll arrive, ready to lend her skills.
