Walkthrough

Wait for the gate to open and Maynard to appear at the desk. When he pauses to reload, run at him. He will move to another desk; stay close to him to avoid his gunfire and poison him.

Take the Storage Key and MP5 from Maynard's body. You can also grab the Desert Eagle and MP7 from the nearby table.

Unlock the door, return to the Elevator, and take it to the Garage level. Climb the Hatch and wait with your Fiber Wire.

After about a minute, Anthony will call the Elevator up to the Heaven Party and then enter the Elevator below you.

(Optional) If Eve and Anthony are stuck on the map, wear the Heaven Guest Disguise to get them unstuck, then return to the top of the Elevator.

When Anthony enters the Elevator and it descends, strangle him through the Hatch.

Change into the CIA Agent Disguise. Exit the Elevator and look for Vaana.

Vaana starts on the dance floor and moves to the T-shaped stage above a shark tank. After her performance, she returns to the dance floor.

Method 1: The "Never Let Her See Your Face" Method
Approach Vaana before or after her performance. She will lead you to the Throne Room east of the Bar.

Inside, she will ask you to remove your mask. Instead, punch her out and poison her unconscious body.

Move her body to the Throne for safety before leaving.
Method 2: The "Ooops! Did I Do That?" Method
Go backstage to the double doors leading to the T-shaped stage.
To the left is a Pyrotechnics Machine. Rig it to kill Vaana in an accident during her performance. A nearby Hell Guard likely won't interfere.
Ensure the Hell Guard is not directly at the machine before tampering with it.
After dealing with Vaana, return to the Elevator and retrieve the Rifle Suitcase. Take the Elevator back up to the Garage.
The Rifle Suitcase contains the FN-2000 assault rifle. If you missed it in "Death on the Mississippi," this is an easy acquisition.
Exit the Elevator, go west, and return to the front of the office building.
Head to the ICA Crate on the west side of the entrance. Store the FN-2000 in the ICA Crate.
Return to the Elevator for the Heaven Party, go up, and turn right towards the Restricted Area doors.
Proceed through the next set of doors to your right, leading into Eve's office.
If Eve is returning to her office after a performance, quickly enter and turn 180 degrees left. Stand by the wall between the door and the picture, looking southwest.
Equip your Fiber Wire or Poison. When Eve stands by the door with her back to you, close it, sneak up, and Garrote/Poison her.
Drag her body to the nearby window.
Go to the curved desk at the south end of the office. Acquire the Information from the Laptop, which marks Eve and Maynard John as targets.
On the other end of the desk is another Rifle Suitcase containing a Dragunov Sniper Rifle.
Take the Rifle Suitcase (if desired), exit the office, and return to the Elevator.
Go back down to the Garage, store the Dragunov in the ICA Crate if you took it, and get your Suit.
Go through the Fire Exit and down the stairs to the lower Garage level.
Head to your Exit Point to successfully complete the mission.
Tips
After dealing with Maynard, you can grab the Desert Eagle and MP7 from the table.
The CIA Agent Disguise allows access to most areas without suspicion.
Ensure the Hell Guard is not directly at the Pyrotechnics Machine before rigging it for Vaana's accident.
The FN-2000 and Dragunov Sniper Rifle can be acquired from Rifle Suitcases found during this mission.
Successful completion of Part 57.
