Next, drive to the art gallery museum on the south end of Central Island. Find Little Tony by the entrance on the sidewalk. Tommy asks him about Frank, and Tony, after some hesitation, mentions a guy named Idiot Joe who's been talking to the cops. Joe hangs out in a lot under the bridge, not too far from Bertone's service station. You'll spot him easily – he's completely bald.

Head towards the lot on the east side of the road that goes under the east end of the Giuliano Bridge. This is where you'll find Idiot Joe.

Find Idiot Joe, the bald guy in the middle of a group of three men. He's reluctant to admit who he is, but he'll eventually slip up. You can speed things up by hitting Joe if the conversation gets too drawn out. He'll initially deny being Joe, claiming he's Pete, but Tommy's persistence, calling him 'JOE!' multiple times, will eventually get a reaction.
