The Setup: First things first, Salieri's car is taken care of. Now, we need a ride. Head over to Ralphy. He's got a Crusader Chromium Fordor Blue that'll do the trick. He'll even show you how to pick its lock, which is handy. Grab that car and head towards the docks on Central Island. The boat, the 'Lost Heaven Queen,' is anchored there. Don't stress too much about the time; the drive isn't actually timed, despite what Vincenzo might have implied.

Getting Onboard: Park your car near the docks and head towards the steamboat. You'll see a receptionist by a table. If you talk to him without an invite, he'll kick you out. To get past him, go to the right of the phone booth, through the doorway of the nearby building, and head downstairs to the locker room. Change into one of the sailor outfits there. Once you're dressed, go back outside and face the receptionist again. This time, he'll frisk you, find no weapon, and let you pass.

On the Steamboat: Once you're on the boat, the gangplank will be lifted, and you'll be underway. You start at the front of the first deck. The boat has a few decks: the first deck has the gangplank at the front, a gate to Paulie's boat on the front right, a sailor with a key on the left, a bathroom further back on the left, and the paddle wheel at the rear. The second deck has a dining room with a bar at the front and a bathroom with the gun at the back right. The third deck is where the band plays and the councillor gives his speech, with the councillor's cabin to the back right.

Finding the Weapon: Vincenzo mentioned a hidden revolver. Head to the second deck, find the bathroom at the back right, and you'll find a small revolver hidden there. Grab it.

The Assassination: Now, make your way up to the third deck. The councillor will be making his speech. This is your moment. Blend into the crowd and take him out. The public setting is key here, so make sure it's done during his speech.

The Escape: After the deed is done, chaos will erupt. There are security guards on the boat, but you should be able to slip past them in the confusion. If things get too hot, make your way to the bow of the ship. Paulie will be waiting in a boat to pick you up and bring you back to shore safely.
