Defeat Gorigan, who is using a strategy of Protect/Earthquake combos. Prioritize taking out his Sealeo and Slowking (which use Earthquake) before dealing with Pokemon that use Protect (Sealeo, Lairon, Ursaring). Be aware that Sealeo knows both Protect and Earthquake, but often favors Protect. Ursaring's Brick Brick move is effective against Normal, Ice, Rock, and Steel-types. Sealeo and Slowking are Water-types, making Electric-types a good choice. Lairon is a Steel/Rock dual-type, weak to Fighting, Ground, and Water moves. Fighting moves are also effective against Sealeo and Ursaring.

After Gorigan retreats, pick up the list of manufactured Shadow Pokemon from his table. This list details Shadow Pokemon you have snagged, purified, or have yet to encounter. It includes rare Pokemon like Scyther and Chansey, which are difficult to catch or expensive in core Gen III games, and a Shadow Dragonite, saving you the effort of training a Dratini/Dragonair for your GBA Pokedex.

As you leave the Cipher Key Lair, you'll be informed that two individuals, one with a mohawk and another with ball-shaped hair, have stolen the Shadow Dragonite. These thieves are Trudly and Folly. To retrieve the Shadow Dragonite, you must first Snag 82 Shadow Pokemon and then locate their boss, Wanderer Miror B., at the Lighthouse in Gateon Port. Refer to the Misc. Stuff section for further details.

Go to the Parts Shop in Gateon Port. Perr will inform you that the Robo Koygre is complete. Speak with Makan and relay the recent events. Perr explains that Citadark Isle is inaccessible by normal sea or air travel, but the Robo Koygre can reach it.

Upon leaving the Parts Shop, you will receive an email from Krane requesting your presence at the HQ Lab. Speak with Krane, and he will reveal a secret staircase leading to a chest containing a Master Ball, which has a 100% capture rate. It is recommended to save this Master Ball for the eventual battle against Shadow Lugia.

If you visit Kaminko's House, Chobin will send you an email requesting a rematch. The rematch will commence immediately as you are already present.
