- Obtain the Windfall Keycard: From Wyndham Village, head into Skethermoor, turn left to find the Protocol Workshop. Evade or defeat soldiers, find the secret room in the bathroom stall, and retrieve the keycard from a body.
- 2Locate the Windfall Cache: The cache is in the Protocol Field Station in Skethermoor (41.3E, 74.9N). Enter the bunker, defeat Protocol troops, and use the Windfall Keycard on the B.A.R.D. crate to get the Signal Redirector.
- Approach the Prison: You can sneak in or approach with Captain Sims' guidance to keep soldiers neutral.
- Locate Dr. Garrow: Head to the lower levels of the prison to find Dr. Garrow. The Signal Redirector is in the Security wing near her cell.
- Acquire the Redirector: Take the Signal Redirector. Freeing Dr. Garrow will trigger an alert, but she is tied to one of the game's endings.
- Equip the tool: Like the Metal Detector, it alerts you to nearby power switch modules.
