Before you head out, make sure you've got an extra Atomic Battery. The easiest way to get one is to buy it from Trader Molly at the Trader Camp (26.3 E, 79.0 N). It's a good idea to invest in the Charisma Skill to get more value for your bartered items.

Once you're geared up, head to the Interchange in Slatten Dale (it's the easiest to access Data Store Charlie from).

Inside the Interchange, make your way to the Central Processor Room. You'll know it's the right place because it's the only area accessible when the power is down.

Grab the Atomic Battery from the scientist nearby – this will be your second one. Pop it into the console to restore power.

Head back the way you came, but this time take a right (northwest) to find the door to Data Store Charlie. Use your card to get in.

Once inside Data Store Charlie, head down the stairs to find the console. Use your second Atomic Battery here to power up the sector.

Now, head down the ladder in the same room. You'll see a bunch of servers and a locked door at the back. Your goal is to power this door up using the servers.

Loot the body of the scientist right there. You'll find the Data Store C Store Room Key and, if you check it in your inventory, a code: 5742.

Look closely at the center of each server, on either side. You'll see a button and a number above it. Now, here's the puzzle: press the buttons on the servers in the exact order of the code you found – 5, then 7, then 4, then 2.

This will restore power to the door. Now, just use the key you found to unlock it.
