Where to Get Steal Materia:

You can acquire Steal Materia through several methods:

• Advance through Chapter 4 to obtain one automatically.
• Find one in a chest during Mission 7-4-1 (6-stars) and Mission 8-3-6 (6-stars).
• Defeat Gremlin enemies in high-difficulty missions: 2-5-5, 6-6-4, or 9-4-3 (all 10-star difficulty). Note that you may need Steal or Mug Materia to effectively farm them.

Materia Fusion Limitations:

Materia Fusion is not a reliable way to create Steal Materia. Steal is the lowest-tier Materia in its related tree. Fusing it typically results in either remaining Steal (with low-grade materia) or upgrading to Smart Consumer, Mug, or other Materia. To add stats to Steal Materia, it's best to use an unleveled Steal Materia with an unleveled Libra Materia and Fusion Items.
